Actually, it really doesn't take much to have an alt. site.  We used to do
two separate sites, sometimes three, so needless to say we used frames
sparingly.  

However, what we do now is just add plain text links at the bottom of each
page.  For frames users, they are just a duplicate nav, but for non-frames
users, it serves as the primary nav. mechanism.  We also put a sort on the
home page to direct users to the appropriate page depending on their
software, and another nice touch is to offer a link to the non-frames
version on the frames page, for those who hate frames.  For an example, see
http://www.naccc.org/sandiego/

This way you don't have to gyp the non-frames browsers (including, gag,
Web-TV, I believe?), but you can get the functionality and ease of use that
good frame designs offer. - and stay within budget.
