I will assume that the question is about good & reliable hosting.  
Such hosting will allow for cgi with perl or whatever.

is the best as far as I am concerned.

I have heard good things about the following:

and I think they must be good as their support docs are great:

There are a lot of ... gee .. I hope I don't offend anyone so I will say 
not as good hosts.  There are a lot of these. But how you will know 
if you don't understand what hosting is all about and can be?

That should be the question: "How can I determine if I have a good 
host".
