I have grept my logs for the past half year, and find that although
the number of visitors from Japan is Very Very low, there is some traffic
from Japan.

It would be. However, most Japanese do use a different writing
system, let alone a different language, and this might dissuade the common
Japanese web surfer from visiting some of our American web sites. (Though
it could still be that there is some effort to blockade .com sites. We
do get much more traffic from, say France.)
Yesterday's web access from Japan was via a Finnish site with some
commentary on Japanese cartoon animation. The individual came via
metro-u.ac.jp, was using MSIE 3.02, and hit my informal home page, rather
than the mall itself. He or she did not stay to view anything of merit.
