Gee, this really isn't a little thing at all and shouldn't be thought 
of that way.

You need a "systems analyst" I guess as perhaps a programmer or 
database admin will probably not have the whole picture in mind.

I really doubt you have the blueprint for the job that is necessary 
to quote a price.  One of these days I am going to put up a blueprint 
generator so that a job can realistically be priced.

How will customers pay?  Will credit cards be accepted?  Oh boy, 
security issues here.  Will they have their own server?

Off the top of my head what you describe would cost around US$10,000 
excluding hardware,software (if bought).  Whether to go NT or Unix 
would depend on so many factors and you have not given any real 
clues.
