Take what Cook says with a grain of salt. Yes, much of it is undoubtedly
true, but I find his reporting to be sensationalistic.

That would be Barry Shein's call to yank the ".to" domain, which
supposedly belongs to the Kingdom of Tonga, but which in fact is
well-known as a spam haven. He's right, but it won't happen because
(judging from traffic on com-priv and inet-access) a heck of a lot
of other people lack the courage to even address the issue.
