Part of what I do, is assist other people in dealing with search
engines -- finding which phrases and keywords are used by people searching
for things on the web, and how to tailor content so as to get more
relevant hits.
I took a peek at your home page (perl2000) and here is what I find.
First, I ran a quick query on our search engine query database.
Here is a list of queries that were run on various search engines in the
last two weeks for any of the terms "perl script archive cgi cgi-bin
shopping webmaster server":

Seems you may be missing a number of the plain "scripts", "perl", and
"cgi", as well as "shoppingcart" queries if your most common queries are
"perl script" You could put more emphasis on cgi and scripts (plural) in
your header lines.
Also, inspecting the home page, I see no META KEYWORD tag. It really
does help some engines. Omitting the META DESCRIPTION tag is kind of like
bricking up your store windows...

get low competition keywords.

If you are not examining your logs, you... well, let us just say that
I examine my logs every day.

They have crawlers that follow URL's everywhere. Many engines will
poll other engines for leads now and then, sometimes not very
intelligently! I ran a search engine myself for a while. Will probably do
it again soon.
As to the exact algorithms, I don't know; but in general it seems
that words appearing in the header lines get more rating than words
appearing in the text lines. Some engines pay a lot of attention to meta
tags, and others don't seem to. http://www.searchenginewatch.com has more
information on some of that.
I've tried some of the submission engines, but have found that a lot
of them use submissions as an excuse to spam you with all kinds of stuff.
On another site, a low volume specialty site, I made up special pages
to submit, so that the only links to them would be from the search engines
that accepted then. Instead of a lot of hits on those pages, general site
traffic picked up by about a third. As did spam, mostly on how to "get
better search engine position" for that site.
I kind of have to laugh. Gee, um... Is having the site on page one
as the first, second, or third entry on most engines not good enough?
Heck, we had a new category put in at Yahoo just for that site! And these
guys say they can get me better position than being the ONLY site in that
category??? The "problem" with that site is not that it has bad search
engine position, the problem is that the topic of the site is an uncommon
specialty in the area of religion.
The site owner does not want high traffic; the site owner wants the
right traffic. Judging from the keywords used to find the site, vs the
kinds of queries we find in the search engine reports, the site is getting
the right hits. There just are not that many people interested in that
specific topic.
It is particularly important to get relevant hits if you have chat
pages or order forms, because some people who stumble upon sites not
targeted towards them, may vandalize chat pages and submit junk in the
order forms. This is particularly true in hot topics like religion.
targeting your meta tags, header lines and text with specific phases used
in search engines, helps insure you get more relevant hits than
disappointed mistakes.
