jimH pointed out that the "www-dcac" URL could be causing the problem. maybe
-- the web server can parse the doc, and that url, when there is no Include
in the same table. it's having an include in the same TD with that URL that
has given me grief.

i gave up and hard-coded the stuff.

but *THIS WORKED*  when I put it together Friday. that is, the server
successfully parsed stuff. and it worked Monday and the first half of
Tuesday. Then "wham" -- it stopped working (with no change of code).
