Er well... actually, there is indeed still a freeware version of
HomeSite (v 1.2) available, though you won't see any mention of it
on the Allaire site. You can find it on the ZD shareware site:

It's rather lean and mean compared to version 3.0, but still a
very capable editor. One useful feature it does lack is the ability
to open multiple pages for editing at once, which can be a pain. But
it is indeed free. It's also only a 500K download, compared to 6.8
meg for 3.01.
