which is why sesame street & pre-school programs for "at risk" kids have a +
payoff -- altho you could never tell it by looking at gov't budgets. kinda
like pre-natal care -- spend $ upfront to avoid having to spend $ down the
road - our accounting systems/gov't budget processes can't seem to deal with
this 'trade-off' issue.
