Not really.  As screen size gets smaller, scrolling and 
horizontal zooming will inevitably have to occur.  Most 
of that really depends on what size font is used and the 
layout of your page. Since we're probably talking about 
taking the typical 8.5"x11" page (with its 10-16pt typical 
text) and presenting it online, readability does become 
an issue.

I guess the best way to determine whether or not .pdf 
docs will suit some of your purposes is to take an objective 
look at what you wish to accomplish.  If you're after making 
a screen-viewable document only, .pdf isn't the way to go 
if you've the time to properly format your many-paged doc 
in html.  On the other hand, if you would prefer a wysiwyg 
"printable" doc and don't have the time to html large docs, 
.pdf might suit your purposes.  The cons of doing it that 
way include of course user familiarity with Acrobat Reader, 
the scrolling and zooming things, as well as other hardware 
and bandwidth limitations.  

Btw, most of the people I deal with use .pdf for the tool it 
really is.  They shrug off the scolling and zooming things, 
and print when they want copy.  And they only .pdf things 
like manuals, studies, etc.  

No matter which way you go, tradeoffs are going to occur.  
I have to point out that a training curve does exist learning 
Acrobat Exchange.  But once you master the publishing 
tool it becomes a tool like any other, to be used wisely, 
when needed, tailoring it to your ultimate goal(s).
