Christie -- not sure I understand the full nature of your question. With Photoshop - you can use the eyedropper to determine what the RGB colors are -- if the color is browser safe, the computation is straightforward (no program needed): 00 = 000 33 = 053 66 = 106 99 = 159 CC = 202 FF = 255 JPEGs aren't normally created in browser safe colors ....
