I control, through my day job and through outside projects, 7 webmaster
accounts on pair on 7 different servers. I am logged on to a pair account
for hours at a time throughout the day and evening hours. All log ins are
via the same local ISP. I have not experienced the delays you describe
although I have noticed an increase in the amount of time it takes to FTP
files (usually log files) from one server in particular. 

Pair's support people seem to be sensitive to such issues and took the time
to trace the delay to some sort of filtering in place either at my ISP or
their upstream provider. I'm still checking this out with the ISP.  When
you telnet in, you can see the load factors displayed for your server. If
they get near 3 it means the server is quite busy.
