Yes.  I have used -- for years -- a judicious combination of RCS, shell,
and make, in order to prevent projects with thousands of individual
files and dozens of individuals involved from unraveling.  It's really
not that hard to set up, the software is free, and it is quite easy
to use once someone has set it all up.  (That *can* take a little bit
of doing, depending on how complex the project is; on the other hand,
the ability to have multiple people working simultaneously, have full
tracking for all changes, and be able to create an updated version of
the entire project on demand by typing a single command is well worth it.)

All these tools are available on any Unix or Linux system.  If you don't
have Unix or Linux, then you should upgrade until you do.
