Details:

Hello All

I just wasted about 45 minutes about a stupid "error" on a system where php
was configured with "short_open_tag = Off". lib/log.php and lib/poppassd.php
seem to be the only files (except scripts/php2pot) where short-open-tags (<?
instead of <?php) are used.

I guess such a minimalistic change would save others useful minutes...
