I'm not sure i understand you right.
You want to limit outgoing message size or size of mailboxes?
I think you can't limit ability to send big mails only for some accounts.

Quotas which you set in web-cyradm are used by Cyrus NOT Postfix and are
checked when message is stored in user mailbox. Generaly speeking this
quotas are for INCOMING mails.
