Couple of things.

You should determine what process takes most of the time, run 'top' in linux with 1 sec update cycle, then use web-cyradm and find out what process lives longer, I'd bet it's mysqld. Then check your mysql settings for query cache & thread cache. After that I'd see if memcached would do any good, but that requires hacking web-cyradm to work with it, shouldn't be big problem if you know anything about php though. Those are the bottlenecks I've seen with web-applications, usually database queries take too much time and that slows everything down. But mysql's query cache should be very quick & easy fix, try it out.
