version directories:    svn, bzr;
do not version (empty) directories:   cvs, git, mercurial

This _might_ seem ok, except that this means permissions on directories (at
least) are lost / not versioned too...

FYI - I will be putting files in empty directories so that people working on
bitbucket/mercurial can test, etc.

Perhaps Massimo will add these to the base so anyone can easily
work/contribute from any repository?  (I know - seems annoying....)

I'll start with empty files called

     "0-this_directory_empty_until_used"

Anyone have any objections?  Alternate suggestions?
