You have config settings for title and subtitle how about doing this
for the footer too?
in configure.html
settings.footer='my footer'
in layout.html:
<div class="footer">
{{if response.footer:}}
{{=response.footer}}
{{else:}}
<p>Created by {{=response.author}} - Powered by <a
href="http://www.web2py.com";>web2py</a></p>
{{pass}}
</div><!-- footer //-->
