Gettext does this by allowing the translation to specify fallback(s). That way you can have directed fallbacks to the most appropriate translation dictionary. This might seem a bit of an overkill at first (for a 'fr_FR' to 'fr' fallback), but is really handy for some languages (for example, if you have a 'hr_HR' croatian translation it's a more natural fallback for Bosnian/Serbian/Montenegrin/etc than English).
