This is a good point but not something we really need to worry at the beginning. About 100 people on this list have contributed to web2py with comments, questions, patches. The association should recognize this. Once we form a core we may have a period when people sign up and take online tests and we can make the tests random. Once we start to see problems we can ask new members be sponsored by existing members and tests be supervised by existing members.
