I tried your code and it works for me. I think your problem is that
sessions are not working.
To test the hypotesis change
>     if form.accepts(request.vars,session):
into
>     if form.accepts(request.vars):

Did you set session.forget() somewhere?
If not, could you send us more info about the browser and web server
configuration?
