As Massimo pointed out, the t2 manual shows where to get t2: http://mdp.cti.depaul.edu/examples/static/web2py.app.plugin_t2.tar
NOTE: web2py installation works with tar files; If you get a copy from bitbucket, then you will want to get one of the 2 compressed tar versions, and uncompress before installing the resulting *.tar file. Alternately, you can simply untar / unarchive an application, place in your web2py ./applicaitons directory as plugin_t2, and then start web2py. Hope this helped.
