I have been fiddling with svn in my projects for quite some time, I'd be glad to help (and let you spend those precious hours on web2py instead of some silly VCS).
What error does styles.css give ? From a pristine google code checkout I can't see it ever being commited. A 'svn status' for the directory would help. The svn:ignore property only applies to files that are NOT already in the repository. If already in there (or added explicitly with svn add), the ignore will not be taken into account. You have a couple of options off the top of my head from easy to more complex: a) make epydocs touch only stuff that actually changed.
