I think it should be
VALUES IDENTITY_VAL_LOCAL() INTO :hostvar
but pyodbc does not support that.
We could ask the developer to include it.
Otherwise it could be something ugly as:
cursor.execute("select distinct identity_val_local() from person").next
()[0]
>>> Decimal("9")
