I will give PHP one kudo -- They have wrapped themselves a fantastic suite of prebuilt componentry. Just go over to phpclasses.org and take a look. If you can't find a piece of code to use or morph then maybe PHP can't do it.
Web2py has as a framework the mechanism to do the same. Even has working examples with items like KPAX and CAS. Need more. It would be great to see code components for everyday problems faced in the development environment.
