I don't see any problem with the current regex:

>>> s1=ext.search(r"{{extend 'template.html'}}") # single quote
>>> s1.groups()
("{{extend 'template.html'}}", 'template.html')
>>> s2=ext.search(r'{{extend "template.html"}}') # double quote
>>> s2.groups()
('{{extend "template.html"}}', 'template.html')
