A couple years ago, Yahoo! estimated that 2% of the users visiting their US 
properties had Javascript disabled (the percentages were generally lower 
for their non-US properties). I would guess the percentages are even lower 
now. If you're concerned, you could estimate it for your own site. Let's 
say  that by having a site that degrades gracefully without JS you can 
increase your user base by up to 2% -- in that case, you have to estimate 
whether the extra revenue from that 2% exceeds the extra development, 
maintenance, and support costs. For a site with a relatively small user 
base, probably not worth the effort, but as the user base grows very large, 
it may start to be worth it (of course by that time, the no-JS population 
may be even smaller).
