This is an old thread but there is still the same issue with the documentation which is very worrying. Is there a documentation update somewhere?
The link in the documentation (http://127.0.0.1:8000/myapp/plugin_wiki/index) implies that the plug in is added to your own app called myapp (contradicting the preceding paragraph) but http://127.0.0.1:8000/welcome/plugin_wiki/index does work and you can proceed from there (as long as you apply the plugin to the welcome scaffolding as suggested).
