Nothing changed in web2py in this respect. You can type the address in

I manually configured my Mac's IP address, so it's a fixed IP address.

There's a difference in just unzipping web2py and starting the server in 
/web2py and unzipping web2py, renaming the folder /web2py_2_4_6 
and starting the server. The former offers Local (IPv4), Local (IPv6) and 
Public(0.0.0.0) as Server IP options, the latter also offers Public 
(fe80::223 ...)
and Public (10.0.1.10)
