The Niphlod's solution is better but add following rules
.navbar-inverse .navbar-inner {
background-color:green;
background-image:none;
}
.navbar-inverse .nav>li>a {
color:red;
}
to the section "other rules" in web2py_bootstrap.css for a very fast and
not complete customization.
