Sorry, I still don't see how your code achieves even the behavior you claim
is working. For example, this:
{{if request.vars.department:}}
<select class="generic-widget" id="seafarer_experience_rank"name
="rank">
{{=XML(result)}}
</select>
{{else:}}
will only get executed when reloading the page after form submission,
though I don't see any controller code that returns a variable called
"result". I also see no HTML elements with "select_1" and "select_2" id's.
It might be best if you could pack and attach a minimal app that reproduces
the behavior you observe (send it privately if you prefer).
