Web2py is not available for 3.x python. There is an experimental port to 3 (unmaintained) but that was more of a 'proof of concept' and not recommended. The main developer, Massimo, is working on web3py which is being rewritten and enhanced to take advantage of python 3. However, that is still very much an alpha work-in-progress and not likely to be completed until there is broad demand to move to python 3 (very few people on this list ask at the moment).
