Looks like a large part of the negative grade is due to lack of browser 
caching -- but you don't want the browser to cache dynamic pages. Of 
course, the index page in the welcome app is static, but it's just a 
scaffolding app -- once the real app is customized, it's possible the page 
will contain dynamic content. So, it's up to the developer to determine 
which pages can be cached by the browser and for how long.
