I think it RoR, it is very worth to try before trying to implement something... What you want to do is not as easy as it seems to be, as you explained there is many things to consider. For a local deployment behind firewall you can trust web2py to be secure, but for going on the big bad web, I would suggest you to hire an expert in security... So he could review web2py and your code too, that may introduce security hole if you don't know what you do exactly...
