You want the file in the web2py root.
routers = {
BASE=dict(
default_application='form',
),
form: dict(
default_language = possible_languages['default'][0],
languages = [lang for lang in possible_languages
if lang != 'default'],
)
}
Note that you must declare default_application in the base router, and name
your app's router the same as the app name.
