i think it related with record representation 
db.define_table('supplier',
    Field('name', unique=True, requires=IS_NOT_EMPTY() ), format = 
 '%(name)s')

db.item.supplied_by.requires = IS_IN_DB(db, db.supplier.id, '%(name)s')
