i think you can achieve it using XML() html helper.
e.g.
*insert data contain html*
db.test_html.insert(test = '<h3>Heading
3</h3>\ntest\n<h3>Again</h3>\n<ul>\n<li>one</li>\n<li>two</li>\n</ul>') )
*view.html*
{{extend 'layout_default.html'}}
{{=DIV(*XML*(T(row.test), sanitize = True) ) }}
