If I write a python module like this:

# born_to_fail.py
foo = 'bar'
def main():
    print foo
if __name__=='__main__': main()


Python will raise an exception about an unbound local variable.

But in Web2py, I do this all the time without getting an exception:

#my_controller.py
ISEDITOR = auth.has_membership('editors')

def myfunc():
if ISEDITOR:
    #do stuff
    pass

How does this happen?
