Thats because your "rows = None" until you submit the form.
You can add this check in the template:
*{{if rows:}}*
{{for i,row in enumerate(rows):}}
...
...
<a href="{{=URL(args=[page+1])}}">next</a>
{{pass}}
*{{pass}}*
Or you can try set rows to empty list in controller:
def search():
*rows = []*
