This exception is correct. The python web2py code has no idea it's inside 
an HTML comment so it's good that it raises the exception. Arguably one 
could make the template system smart enough to do this in the case of HTML, 
then you would also have to do the same for javascript comments and any 
other things people in views which, besides being a lot of work, would make 
the template system slower.
