I'm a beginner who is guessing, but I don't see the IS_IN_DB in the
requires clauses. Can you try that?
db.yourTable.yourField.requires = IS_NULL_OR(IS_IN_DB(db,
db.otherTable.otherField, '%(fieldName)s',zero=T('choose one')))
