It seems part of my error was in using the "/" before the "uploads/"

This generates the correct path...

os.path.join(request.folder,'uploads/')



this does not...

os.path.join(request.folder,'/uploads/')


that said however.  They each place the uploaded file into a root level 
uploads directory.
