assuming you use web2py latest version (there is appconfig.ini on folder
private), please try

myconf.take('smtp.sender')
mail.settings.sender = myconf.take('smtp.sender')
mail.settings.login = myconf.take('smtp.login')
private/appconfig.ini
[smtp]
