The best way, depends, of course on a lot more details than you're giving. 
A simple way is Tim's ckeditor plugin available here:
https://github.com/timrichardson/web2py_ckeditor4

Then you just let the user edit the HTML of the page with it (see the 
instructions in the repository) save the HTML in the database and then show 
it in the view when that page is requested.
