Are you saying you want users to be able to view a page with a form, but if 
they submit the form without being logged in they should be redirected to 
login? That doesn't seem like the best user experience, but you could do:

def my_function():
    if request.post_vars and not auth.user:
        redirect(auth.settings.login_url)
    form = ...
