so it's another thing not different from my env. Choose a totally different folder (if you can, change the drive too), download the binary again, compile the welcome app. hit http://127.0.0.1:8000/welcome. If it doesn't work, do a zip of the entire thing and attach it here. For the moment, forget your bat.
