You do not need to do this.

Just download the web2py_win.zip, unzip it and copy in there your
'applications' folder with the apps you need then rezip everything
with a different name. That is all.

If you do not want to distribute your apps in source code but only in
binary, make sure you bytecode compile them (from admin) before you do
the above procedure then delete everything in models, views and
controllers.
