yes because you use val inside {{...}} and that is python code, not JS code.
Try replace
ajax('{{=URL('default','other' vars = {'key':val})}}',[],'target')"/>;
with
ajax('{{=URL('default','other')}}?key='+val,[],'target')"/>;
