This may be doable at the framework level using the response.postprocessing 
list or some kind of custom streamer different than the one in 
gluon/streamer.py that would sometimes sleep instead of yielding each chunk 
immediately.  
  
However, why don't you simply use the configuration of your webserver, in 
nginx it is as simples as:  

limit_rate 150k;
