I would suggest you to open a issue over github and describe how to reproduce the bug, if you can reproduce it yourself... It may be specific to your code or not, maybe your code isn't working porperly with numpy 1.13.0 so web2py hang apparently...
If the issue is really specific to numpy web2py combo, we should be able to reproduce the issue with this setup over any environnement (let say Ubuntu/Python/web2py and numpy)... If not the issue is somewhere esle, Raspbian, your code, etc. If you can try to reproduce the minimal setup required to trigger the issue you have then post an issue over github, so someone can give a look and fix it.
